Having the option to decide which apps use a VPN can make the setup easier to understand because you are not forced to treat every activity on the phone in the same way. It is also useful to have other controls available in the same Android application, especially when someone wants to keep the configuration fairly simple. I think this is why feature lists are more useful when they explain what each option actually does. With Android, small differences in how an app handles connections can matter, particularly when the phone is being used for several unrelated tasks during the day.
